Business overview

  • Population: 591,054 people
  • Qualified insured: 514,454 people
  • Insurers: 9,264
  • Monthly premium income: approx. $609 million (not including cancellation of make-up collection)
  • Enrollment Coverage rate: 94.36% (updated in May 2007)
    (eliminating citizens who do not need to enroll to the NHI by law)

Features of area

  • According to the National Resource Deprived Areas Ranking, Taitung is ranked at the top and Hualien the seventh (based on 10 indicators, including population growth rate, tax incomes, average normal incomes per household, number of collages and above education institutions etc)
  • 11.2% of citizens of 65 or older are found in Hualien and Taitung (citizens of 65 or older command at 8.26% of Taiwan’s total population)
  • Population growth is negative in both counties (-0.26%)
  • Tax incomes in both counties are under NT$6 billion/year
  • People from Taiwan have the second lowest average normal incomes per household.
  • The area has many mountain townships and offshore islands; indigenous people; and special beds.
    1. Mountain townships and offshore islands: 7 mountain townships and 2 offshore islands
    2. Indigenous people: 1/4 of the population in both counties and even the most in the country.
    3. Special beds: the Yuli Veterans General Hospital and DOH Yuli Hospital accepts psychotic patients by referral from all parts of Taiwan. Though 46% of these patients have enrolled to other NHI branches, the psychiatry department of both hospitals claims medical expenses for these patients from the NHIED.
  • Jurisdiction with a vast territory

    1. The Biggest Area: The total service area is 1/4 of the combined area, including the main island of Taiwan and a number of other islands.
    2. The Longest Distance: It takes about 3.5 hours’ drive from Hualien City to Taitung City, suggesting that it needs a lot of travel for education purpose and home visits.
