Dear friends,

Welcome to the NHIED World Wide Web!

It has been fourteen years now since the launch of the National Health Insurance Scheme (NHI). Over the past years, we have been dedicated to promoting and implementing the global budget system (BGS), enhancing and monitoring the quality of medical services, implementing the NHI IC card, and reinforcing medical care for weaker social groups in order to render citizens the fullest and finest medical and health care. With the total devotion and concerted and continual efforts of all colleagues, both the coverage rate and customer satisfaction have been increased. This has allowed the NHI to approach a new milestone.

In addition to educating people to construct health-focus medical concepts, we have spared no time to reinforce concern for the medical rights and benefits of weaker social groups. Based on the premise of information transparency, we implemented the NHI IC card policy for personal health management and introduced to the world the Taiwan experience in NHI in order to realize the basic concepts of the BNHI: to cohere social understanding, to ensure rights to enjoy medical services, to enhance service quality, and to promote international exchange.

Based on these basic concepts, the NHIED plans its operation directions and targets for this fiscal year as follows.

  1. To continue the NHI coverage promotion.
  2. To establish mechanisms for detecting and correcting abnormal use of medical resources with the NHI IC card.
  3. To promote the love referral policy by offering insurance relief and loans and introducing payment by installment policy. We will take the initiative to express our full concern for weaker social groups with total devotion and reinforce connections with different parts of society in order to provide comprehensive service channels for citizens who are in need of our help.
  4. To develop a collaborative management model with medical institutions through transparent management to enhance the spontaneous management capacity of medical institutions. We will also establish various indicators for medical quality to eliminate waste of medical resources; promote medical service for remote areas; and implement various medical quality service programs as the targets for this fiscal year.
  5. In convenient service for citizens, we will introduce the customer-focus one-stop, quick service over the counter for citizens without them leaving the car; provide distance service; reinforce volunteer service diversification; and services relating to the NHI IC card reissue and renewal, and service consultation in order to provide citizens with convenient, quick and thought services.
  6. In internal management, the NHIED will continue to turn ourselves into a learning organization, to promote knowledge management and organization activation, and to establish the duty knowledge management platform in order to create a lifelong learning and understanding environment. We also hope that colleagues can take new challenges and expand their creativity with a new thinking pattern in order to accomplish the annual organization targets according to the organizational vision: all-out participation and sustainable NHI.
