First in Taiwan – “Bilingual Signage for all National Health insurance Contracted Dental Clinics in Hualien County and Taitung County”
To make it simple for foreign nationals in Hualien County and Taitung County to identify National Health Insurance (NHI) contracted dental clinics and receive appropriate medical care, the Eastern Region Branch of the Bureau of National Health Insurance worked with Huang Ming-chieh, the president of the Hualien County Dental Association and Chiu Hung-cheng, the president of the Taitung County Dental Association, to create a single unified “Bilingual Signage for all NHI Contracted Dental Clinics in Hualien County and Taitung County”. From November 2007 onwards, the 143 NHI contracted dentists in the region (91 in Hualien, 52 in Taitung) will display the new internationalized sign.

To thank those involved in the introduction of the “Bilingual Signage for NHI Contracted Traditional Chinese Medicine and Dental Clinics” initiative, BNHI Eastern Region Branch Manager Lu Ying-wu presented President Lan Chi-wen of the Hualien Traditional Chinese Medicine Association, President Chen Hsien-tung of the Taitung County Traditional Chinese Medicine Association, President Huang Ming-chieh of the Hualien County Dental Association and President Chiu Hung-cheng of the Taitung County Dental Association with a plaque that acknowledged their contributions to improving access to medical care for foreign nationals and enhancing Taiwan’s international reputation. Certificates of gratitude were also presented to NHI contracted traditional Chinese medicine and dental clinics (53 traditional Chinese medicine clinics, 143 dental clinics) in Hualien County and Taitung County to thank them for their help in producing the signs.
According to Lu, Eastern Region Branch statistics indicated that there are now 8,156 foreign nationals in the region insured with the NHI (5,823 in Hualien, 2,693 in Taitung) and their numbers have grown steadily every year. At the Eastern Region Branch, their goal is to provide the best service with the least number of personnel to foreign NHI customers. The introduction of bilingual Chinese-English signage throughout traditional Chinese medicine and dental clinics in Hualien and Taitung will make it easier for foreign nationals to receive medical care. The customer satisfaction rate among foreign nationals in the region has now surpassed 87.5% and the branch will continue to work towards establishing “NHI Taiwan” as an international brand renowned for friendly and high quality service in the future.
Moving Testimony from Mrs. Suzanne Stephen, a Foreign National
In May of this year the BNHI Eastern Region Branch hosted a “National Health Insurances Rights and Benefits” seminar for English-speakers. During the seminar, Mrs. Suzanne Stephen described how it she often found it difficult to find NHI contracted traditional Chinese medicine or dental clinics in Taipei while driving. She ended up having to rely on guesswork and this made it very inconvenient and time-consuming to receive medical care. She therefore took advantage of the seminar to suggest to the Eastern Region Branch that something should be done to improve the experience for foreign nationals. She was very impressed to see the branch put her suggestions into action and quickly develop the necessary bilingual labels and graphics, making it much easier for foreign nationals to use NHI in Taiwan.
